Dispute about Infobox content

An issue has come up: should the infobox to this article contain the field "government_type", filled in with "Parliamentary constitutional monarchy". Since this issue affects all ten provinces and the three territories, a Request for Comment has been started on the Canadian Wikipedians Notice Board. Annotations on map

I looked at the use of {{Infobox province or territory of Canada}}, and I am completely stumped to figure out the template causes the feature to appear, so if someone can tell me how the magic is being done ("Any sufficiently advanced technology is indistinguishable from magic." - Arthur C. Clarke) I would appreciate it. I mean, I've written some really hairy templtes that did amazing things, but this one has amazed me.

My question is this: how the hell are annotations appearing on the map?

I mean, it's not using {{Annotated image}} so I can't for the life of me figure out how it was done. I'll keep looking, but I can't for the life of me figure out how.
